Preheat the oven to 400F.
Season the chicken wings with salt and pepper. Bake the wings at 400F until internal temperature reaches 165F, about 20 minutes.
While the wings are cooking, heat 2 T oil over medium-high heat.
Add the garlic and green onions and sauté until fragrant and translucent, about 3 minutes.
Add the rice wine vinegar and let cooked for one additional minute.
Add the soy sauce, honey and crushed red pepper flakes. Bring to a simmer, then reduce heat.
Season to taste by adding more honey or soy sauce.
Toss the wings in the sauce; garnish with fresh cilantro to serve.
